Appointments of Chair, Chairs of Country Committees, General Board and Country Committee Members - Big Lottery Fund
DCMS wants to appoint a Chair, four Board Members to chair the Country Committees for England, Scotland, Wales and Northern Ireland, and General Board Members to the UK Board of the Big Lottery Fund.
The Big Lottery Fund wishes to appoint Members to the four Country Committees.
The Big Lottery Fund is a new National Lottery distributor, committed to bringing real improvements to communities most in need, created through an administrative merger of the Community Fund and New Opportunities Fund. The Big Lottery Fund will allocate funds of some £2.3 billion between now and 2009 (some £600 million a year).
The Roles
For the Board, the Secretary of State needs twelve Members, including a Chair, four people to chair each of the Country Committees and at least seven General Board Members.
The Board will be responsible for:
- determining and overseeing the strategic direction, policies and the external profile of the Big Lottery Fund;
- deciding on funding applications for UK-wide programmes;
- ensuring the effective overall operation and governance of the Big Lottery Fund.
For the Country Committees (excluding the Chairs) the Big Lottery Fund wishes to appoint nine Members in England, up to nine Members in Scotland, five Members in Wales, and four Members in Northern Ireland.

Country Committees will be responsible for:
- determining policy and the external profile of the Big Lottery Fund in each country, within the framework set by the UK Board;
- deciding on the funding programmes and applications in each country;
- monitoring spend on programmes, and reporting on funding so ensuring the Big Lottery Fund's strategy is achieved.
The Candidates
Applicants for all posts must have an understanding of and commitment to diversity. They must also have:
- a strong commitment to the mission and values of the Big Lottery Fund;
- experience of strategic decision making, preferably at Board level;
- experience of allocating funding (for example, grant making or investing funds) and working in partnership with different stakeholders.
In addition, applicants for Chair and Country Committee Chairs must have:
- a strong track record in providing strategic leadership and chairing boards or committees;
- the ability to work effectively in a political environment;
- media handling and public speaking skills.
Country Committee Chairs will also have a good understanding of the issues the Fund will deal with in the relevant country.

Time Commitment
Around three days a week for the Chair, around eight days a month for Chairs of Country Committees, and around two or three days per month for General Board and Country Committee Members.
Remuneration
Annual remuneration will be £36,720 for the Chair and £24,000 for Chairs of Country Committees. General Board and Country Committee Members will receive a daily allowance of £208.
Appointments will be made initially for up to four years.
