"Setting up an indemnity scheme" Seminar Department for Culture, Media and Sport 26 January 2006
The Seminar, giving all the information necessary for setting up an indemnity scheme, was organised by the Cultural Property Unit of the Department for Culture Media and Sport, following a number of requests made during our "Increasing the Mobility of Collections" Conference, held in Manchester on 28 November 2005, by delegates. The requests were for guidance on how to set up a Government Indemnity Scheme and other related issues.
The day consisted of presentations by administrators and professionals in the UK on the steps needed to set up a scheme from scratch or to improve and develop an existing scheme, using the UK Government Indemnity Scheme as a model.
The Speakers and Seminar Handouts:
Hillary Bauer, Head of the Cultural Property Unit, DCMS, Chaired the Seminar and described the arrangements for reporting to Parliament and the interest of the UK’s National Audit Office on monitoring the scheme.
Gerry McQuillan, Head of the Acquisitions, Exports and Loans Unit, Museums Libraries and Archives Council, spoke about the underpinning legislation; what is involved in running the scheme; what it costs; how few people are needed to administer the scheme; reporting to Parliament; managing the information for providing such reports and valuations.

Iain Slessor; National Security Adviser, Government Indemnity Scheme, Museums Libraries and Archives Council gave a talk about security requirements and how to monitor them across the country.
Professor May Cassar, Consultant Environmental Adviser, Government Indemnity Scheme gave detailed information about environmental requirements; assessment and monitoring and how museums and galleries can meet the requirements.
Freda Matassa: Head of Collections Management at Tate, gave the national museum perspective on managing the indemnity process and also covered the issues of; the need for a registrar; valuations and preparing reports and forecasts for the Department for Culture Media and Sport.
Nickos Gogolos, Registrar, the Museum of London spoke about applying for indemnity for exhibitions - the national and non-national museum perspective; administering claims and the role of the Registrar / loans officer.
Julia Toffolo, Deputy Director and Registrar, the Government Art Collection described the GAC's experience of using the Scheme for long term borrowing and lending temporary exhibitions.
