Key 'next steps' to be developed are:
- Lobbying for the expansion of 5-digit SIC codes to more accurately capture activity.
- Populating the framework established in this toolkit.
- Ongoing discussion with stakeholders about the production cycle format
- Develop meaningful proportions to determine activity within the sector, currently 'buried' in the SIC structure.
The process toward the 2007 fundamental revision of the Standard Industrial Classification is well underway.
Fundamental revisions are required periodically in order to keep up-to-date with the nature of businesses and the economy. These have previously taken place in 1968, 1980 and 1992.
DCMS is one of the co-ordinators in the system established by the Office for National Statistics to generate proposals for the SIC2007. As such, DCMS is leading on proposals for sectors relating to Culture, Broadcasting, Film, Sport, Recreation, short-stay Accommodation and arrangement of Travel.
DCMS conducted a consultation in summer 2002 into how the classification could be improved for these sectors. Departmental contact lists were used, and trade organisations were targeted in particular. 37 Responses were received, of which 28 made substantive recommendations. These were collated into a proposal which was put forward to Eurostat, the Statistical Office of the European Commission, which is making representations to the UN.
Once the new high-level structure for SIC2007 has been agreed at the UN, further work will take place to finalise subsequent levels of details: i) the European System (NACE), and ii) the UK system for the final level of the system, on which there are no international requirements.
It is planned to carry out a second stage of consultation to inform this. The timing of this will dependent on progress at World and European levels, but it is expected to take place in 2005. This should take the form of seeking views in response to a firm proposal of a detailed classification system.
