The Ecclesiastical Exemption: The Way Forward - Proposals and Analysis of the Responses to the Consultation
Last year, the Department for Culture, Media and Sport consulted on the future of the Ecclesiastical Exemption from Listed Buildings and Conservation Area Consents in England.
'The Ecclesiastical Exemption: The Way Forward' encompasses the Government's proposals in the light of the consultation, and its analysis of the responses to the consultation.
The 'Way Forward' document proposes that those denominations that operate under the exemption can continue to do so.
It is also proposed, in line with the wider Heritage Protection Review, that churches will be given the opportunity to develop Heritage Partnership Agreements (HPAs), in negotiation with English Heritage and local authorities. HPAs will enable a longer term view to be taken of the potential development of ecclesiastical sites, and will remove the need for repeated applications for consents in respect of works outside the church building.
The Welsh Assembly Government is making separate arrangements for reviewing the exemption in Wales.
