English National Stadium Review Final Report
The Secretary of State has published the English National Stadium Review Final Report (HC1179) by Patrick Carter. The independent Review was commissioned on 25 June 2001, following an approach to the Government by The Football Association in May 2001.
The Review's terms of reference were to assess whether the project could be funded and managed at Wembley, or if that proved impractical at another location in England.
Patrick Carter's Interim Report of the first two phases was published, by the Secretary of State, on 19 December 2001 (HC479). These documents are available online in Adobe Acrobat (.pdf) format.
