Forum Meetings Recommendations
Nurturing and rewarding creative talent is the start of the intellectual property value chain and Intellectual Property Rights (IPR) are at the core of creative industries existence. However, government recognises issues surrounding IPR are of significance beyond the 'creative industries' and must be considered in that context.
The creative industries are one of the UK's major economic success stories, growing at more than twice the national average, representing 8% of GDP. Yet they are facing opportunities and threats – particularly with the advent of the digital environment and advances in new technologies. The effective exploitation of IP will be the key to their success in meeting these challenges and continuing this economic growth.
On 19 July 2004, DCMS in partnership with the Department of Trade & Industry and the Patent Office launched the Creative Industries Intellectual Property Forum, (Press Release). The forum is a cross-government body, jointly chaired by Estelle Morris, Minister for the Arts and Lord Sainsbury, Minister for Science and Innovation. There is also strong representation from the creative industries and from other key industry stakeholders such as Internet service providers, hardware manufacturers and consumers.
The first Forum meeting on the 19th July highlighted three main areas of work – new business models; education and communication; and piracy and file-sharing. Three industry led working groups have therefore been established: Intellectual Property Crime & Online Infringements, Chaired by Angela Mills Wade of the Digital Content Forum (Members/TOR - (PDF 46kb); Business Opportunities, Chaired by John Higgins of Intellect (Members/TOR - (PDF 44kb) and Education and Communication, Chaired by Anthony Lilley of Magic Lantern Productions (Members/TOR - (PDF 56kb). The working groups have met on a number of occasions and made recommendations to the 2nd Forum meeting held on 16 December. It is envisaged that the Forum will meet again in March 2005 and make formal recommendations.
Recommendations
The Creative Industries Forum on Intellectual Property, chaired by Lord Sainsbury and James Purnell, made a number of recommendations to Government. The Government has now responded positively.
