Please note the application form and guidance notes for the Schedule 1 including Cultural Test (The Films Definition of a British Film) Order 2006) are only relevant to films commencing principal photography on or after 1st April 2006.
The following information does not at present apply to co-productions. See the FAQ section of this website for more details.
Background
Details of the new cultural test for British films was announced by DCMS on 5th December 2005. For further details of the previous system please go to the Film Certification : Schedule 1 page.
Schedule 1 to the Films Act is being modified to introduce a more effective way to certify culturally British films and to ensure that the support given to films is consistent with the European Commission's rules for providing State Aid. The cultural test awards points for the cultural content of the film, where the film is made and who makes the film. This is a far more effective method to identify culturally British films than the current structures which simply measure where production expenditure is incurred and on whom.
The flexibility of the new system will allow producers to clock up points if they use UK content, facilities and personnel, but is not intended to penalise them if they look to source some of their film making outside of the UK.

Application forms
There is only one application form for interim or final approval. Applications for interim certification are not required by DCMS but may be submitted to DCMS on a voluntary basis at any time prior to the completion of a film.
