Skills Investment Fund
"A Bigger Picture" recognised the need for increased investment in training across the film industry and recommended the establishment of a new Skills Investment Fund made up of voluntary contributions from film productions.
Agreement was reached between the Government and key industry interests on the principles by which this Fund will operate.
The Producers' Alliance for Cinema and Television (PACT), the Motion Picture Association of America (whose members also belong to PACT), the major broadcasters and the trade union BECTU have all pledged their support to this scheme.
Contributions to the fund are set at 0.5% of the production budget, up to a cap of £39,000.
Since October 1999 the Skills Investment Fund has raised £2.6 million in contributions from 199 productions.
It has identified four key priorities: new entrants in the craft and technical grades, production accountants, health and safety and NVQ delivery and assessment.
The Fund is administered by Skillset (the National Training Organisation for the industry) and managed by its Training Investment Committee, which includes representation from the film industry. This ensures that the industry is closely involved in all aspects of the Fund's management and the delivery of the training for which it pays.
All training schemes are delivered to industry standards leading, where appropriate, to NVQs/SVQs and other relevant qualifications.
