Music entitlement
We intend, in time, that every child at primary school who wants to has the opportunity to learn to play a musical instrument.
We want as far as possible to deliver wider opportunities during the school day and on school premises.
We want to see breadth of provision in terms of styles of music, types of instruments (including the voice) and range of providers.
We will provide guidance in the form of best practice examples, and financial support, but not a blueprint for Local Education Authorities to follow. Music and Dance Scheme

Music Manifesto
On 6 July 2004, the Music Manifesto was launched at Abbey Road Studios, by DCMS Arts Minister, Estelle Morris, and School Standards Minister David Miliband.
The Music Manifesto has been developed by DCMS and DfES in collaboration with a 60-strong coalition including music organisations and arts practitioners, the music industry, the Musicians' Union, the Specialist Schools Trust, and Arts Council England. Its purpose is to galvanise the formal education sector and the wider music sector and industry to deliver a rich and diverse range of musical experiences to young people.
The Manifesto is a set of shared priorities for music education for the next three to five years which will act as a focus for joint activity. These are:
- To provide every young person with first access to a range of music experiences
- To provide more opportunities for young people to deepen and broaden their musical interests and skills
- To identify and nurture our most talented young musicians
- To develop a world class workforce in music education
- To improve the support structure for young people's music making
The Music Manifesto is supported by a dedicated, interactive website www.musicmanifesto.co.uk. Individuals and organisations are invited to sign up to the Manifesto's vision and statement of priorities via the website, and if they wish, to showcase their distinct contribution by posting pledges of resources and action.
A Music Manifesto Champion will be appointed shortly to drive forward delivery of the Manifesto and promote engagement with the website. The Manifesto Champion will be responsible for supporting and encouraging organisations wishing to make pledges and for helping them with pledge development where necessary. The Champion will monitor the progress of pledges and oversee the production of an Annual Report detailing achievements throughout the year.
