Timetable for Implementation
The Licensing Act 2003 provided a transitional period for the roll out and full introduction of the new regime. With the the Act now in force, the main dates for the implementation of the Act were as follows:
10 July 2003
- The Licensing Act 2003 receives Royal Assent
7 July 2004
- Guidance issued by the Secretary of State. Licensing authorities begin preparing licensing policy statements. First appointed day named as 7 February 2005.
7 February 2005
- First appointed day. Licensing Authorities begin processing licensing applications for conversions to premises licences, club premises certificates, simultaneous variations, new licences/certificates. Fast track applications for personal licences being made thereafter.
6 August 2005
- Last date on which applicants/clubs can exercise their right to apply to convert existing licences to premises licences and club premises certificates.
24 November 2005
- Second appointed day.
- End of old licensing regimes.
- New premises licences and club premises certificates given effect.
