Local Authority Licensed Spaces
DCMS is encouraging local authorities to licence public spaces to enable a range of events to take place. This is so performers and entertainers would then have no need to obtain a separate premises licence, or give a temporary event notice themselves to give a performance in these areas, so long as they had permission from the local authority to use the land.
In recognition of the growing number of licensed spaces, DCMS are putting together a Central Register of Licensed Public Spaces in England in Wales. A central list will help event organisers and touring entertainment providers determine whether their event could take place in a particular local authority area and direct them to the appropriate person to find out more information.
On 18 May 2006 DCMS published a Pilot Register of Licensed Public Spaces in England and Wales. This shows local authorities and potential register users the format of the register and the type of information it will contain, and gives details about spaces that have already been licensed by local authorities.
DCMS would like to invite local authorities to submit details about spaces they have licensed for public use, and also welcomes feed back about the structure and content of the pilot register. Local Authorities Coordinators of Regulatory Services (LACORS) provides advice and guidance to local authorities wishing to licence their public land, and provides examples of best practice from other authorities that have undertaken the process of licensing their own public land. DCMS hope to officially launch the Register later in 2006.
