Change Management
The Department's change programme is known as the Touchstone programme. Initiated by the Permanent Secretary, Sue Street, when she joined the department in December 2001, it aims to recommend and implement improved ways of working to enhance the DCMS's capability to focus on and deliver key strategic objectives.
Working with external consultants, a programme team coordinated different strands of activity identified by the review. By September 2002, eight separate projects focused on:
- Embedding programme and project working
- Developing skills and potential of staff
- Streamlining core functions
- Strengthening relationships with Non Departmental Public Bodies (NPDB's)
- Looking at strategic commissioning and funding agreements
The target date for completion was March 2003. The first phase is now completed and we are implementing changes and continuing to evolve to ensure we meet both the Prime Minister's and the Cabinet Secretary's criteria for a modern, focused Whitehall department in the 21st century.
