Culture 2007
The European Union provides support to arts and cultural organisations which undertake co-operative projects with organisations in other member states. This funding programme is known as "Culture 2000", and comes to an end on 31 December 2006.
Negotiations are currently taking place on a successor "Culture 2007" programme.
The proposed new programme, which will run from 2007 to 2013, will provide support to cultural organisations. The programme objectives proposed by the European Commission are to promote:
- The transnational mobility of artists and people working in the cultural sectors
- The transnational circulation of works of art
- Intercultural dialogue
The commission proposes that the programme be made up of three strands, supporting:
- Cultural cooperation projects
- European cultural cooperation organisations as well as memorials and archives associated with the deportations
- Research in the field of cultural cooperation
On 14 November 2005, at the meeting of the Audiovisual and Culture Council of Ministers in Brussels, Member States reached a "partial political agreement" about the Culture 2007 programme.
This means that EU Ministers and the European Parliament agreed what actions the new programme should support, but that there has not yet been agreement on the budget for the new programme (which is being discussed as part of the wider discussions on the EU budget). At the meeting, the Secretary of State for Culture, Media and Sport, Tessa Jowell, (in the chair) welcomed this agreement and the benefits it will bring to inter-cultural dialogue and access to culture across the EU.
The council also agreed a "general approach" on the proposal to improve the selection and monitoring procedures and the EU dimension of the European Capital of Culture Programme. This means that the council agreed its view on the issue, but has not yet had an opportunity to consider the views of the European Parliament.
In addition, the council designated Linz and Vilnius as Capitals of Culture for 2009 and nominated the council’s two representatives (Claude Frisoni and Sir Jeremy Isaacs) for the selection panel looking at the proposed capitals for 2010.
