Colette Bowe was the founding Chairman of the Ofcom Consumer Panel which provides independent advice to Ofcom on consumer issues; Colette is stepping down as Chairman with immediate effect. Colette has a background in the public and private sector, with a broad-based knowledge of regulation and the financial and communications sector.
Tim Gardam has a considerable background in broadcasting - at the BBC, Channel 4, Five and the Scottish Media Group. He was the author of the DCMS Review of BBC Digital Radio Services in 2004 and a member of Lord Burns’ Advisory Panel on the BBC Charter Review. Tim has been Principal of St Anne’s College, Oxford since 2004.
Colette Bowe said: “I am delighted to be able to continue my work on behalf of consumers as a Member of the Ofcom Board.”
Tim Gardam said: "I am delighted to be joining the Ofcom Board and look forward to contributing to the issues facing consumers and citizens in the converged media world following digital switchover."
The appointments are both for three years, commencing on 1 January 2008. The time commitment for these positions is up to two days per week, for which a remuneration of £41, 281 gross per annum will be made.
Background
Ofcom is an independent, statutory corporation, accountable to Parliament. The Ofcom Board provides strategic direction for the organisation.
Sara Nathan’s term on the Ofcom Board as Non Executive Director, ended on 31 December 2007. With the appointment of Colette Bowe and Tim Gardam, the Ofcom Board will consist of seven Non-Executive Directors and three Executive Directors.

The appointments have been made in accordance with the Code of Practice set out by the Office of the Commissioner for Public appointments (OCPA) and have been subject to full and open competition and independent scrutiny.
Appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for an appointee’s political activity (if any has been declared) to be made public. Colette Bowe and Tim Gardam have declared no political activity.
Non-Executive Directors of the Ofcom Board (including the Chairman and Deputy Chairman) are appointed jointly by the Secretary of State for Business, Enterprise and Regulatory Reform and the Secretary of State for Culture, Media and Sport, under the provisions of the Office of Communications Act 2002.
The Chief Executive is appointed by the Nominations Committee of the Board, which includes the Chairman and an Independent Assessor. The other Executive Directors of the Board are appointed on the recommendation of the Chief Executive and approved by the Non-Executive Directors.
