Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on a European agenda for culture in a globalizing world

Summary of consultation responses has been published.

The purpose of this consultation exercise is to seek views on the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on a European agenda for culture in a globalizing world.  (This will referred to below as the Communication.)

The Communication was published by the Commission in May 2007 and, after consulting with the Scrutiny Committees of the House of Commons and the House of Lords, the Department for Culture Media and Sport is now undertaking a UK-wide consultation on the Communication. 

We understand that the Portuguese Presidency of the European Council (1 July – 31 December 2007) wishes to take forward discussions on this Communication with a view to the Communication being the subject for a discussion at the proposed informal meeting of Ministers of Culture in Lisbon 26 September 2007.

We would like to hear your views on the current text of the draft Communication.  

This is an “Inventory of Community actions in the field of culture” drawn up by the Commission.  It is a useful, 40 page paper setting out which Community programmes and actions involve culture.  This is within the framework of Article 151.4, as the Communication highlights.  The Annex mentions the culture and citizens programmes, and similar programmes with fairly obvious culture elements.  However, it also sets out how other, less obvious programmes, such as the Common Agricultural Policy (p.13) or Maritime policy (p. 24) can involve important cultural elements.
