Fee bands for premises licences (see note at bottom) and fees for permits and registrations will be set by the Secretary of State so as to enable licensing authorities in England and Wales to recover the full costs of carrying out their related functions under the Gambling Act.
In order to make those fee regulations, we are consulting all licensing authorities to assess the likely costs to them for each of these activities. By working with LACORS and via our Premises Licensing Transition and Training Group, we have prepared two packs that explain the background to the exercise in detail and provide tables for licensing authorities to complete, which are accompanied by explanatory notes and process charts. The first pack covers premises licences and the second permits and registrations.

The papers do not cover licensing boards in Scotland, since Scottish Ministers will set the relevant fees there.
Note - The Secretary of State will set fee bands for premises licence applications and annual fees but each individual licensing authority will set its actual fees, subject to full cost recovery, from within those bands (though, where it has been rated 'excellent' under the CPA assessment or equivalent, a licensing authority will be able to set higher fees if it wishes to offer premium services - still subject only to cost recovery).
