Domestic bulk LPG inquiry Tecnical Consultants' report

The CC commissioned a report by Mott Macdonald, the independent technical
consultants retained for the domestic bulk LPG inquiry, to provide
advice on safety issues relating to the supply of bulk LPG for domestic
use (“domestic bulk LPG”).
The brief, upon which suppliers of domestic bulk LPG were consulted,
required Mott Macdonald to assess the general level of compatibility
between equipment and procedures across the suppliers of domestic bulk
LPG. In total, 10 LPG suppliers were interviewed; their safety documentation
was reviewed and the filling of a number of their bulk LPG tanks was
witnessed.
The aim of this research was to help the CC ascertain whether and,
if so, the extent to which, certain aspects of safety management impact
on business practices in the domestic bulk LPG industry, such as the
ownership of tanks by suppliers, the uplift of tanks, the duration
of notice periods and the exclusivity of contracts.
Mott Macdonald’s report is being made available by the CC for
general interest. That the CC is doing so should not be interpreted
as implying that the CC is necessarily in agreement with any particular
point in the report. The CC is now considering the report alongside
all other relevant evidence, including the comments received from suppliers
of domestic bulk LPG, and will, in due course, be publishing a working
paper setting out its further analysis on safety.
