Summary

This progress report from the meta-evaluation of the local government modernisation agenda draws together evidence from a number of evaluations of LGMA policies commissioned by ODPM. It evaluates the cumulative impact of the agenda on service improvement in local government.

• Have local authority services in England been improving?
• Are these improvements due to the reforms introduced in the local government modernisation agenda? 
• What are the main drivers of improvements?
