Summary
This report explores the negotiation of Round 2 LAAs and early implementation of Round 1. Research in 27 local areas and the 9 regional government offices (GOs) found support for LAAs, along with some lack of clarity about their purpose and over-optimism about their rate of development. Although very work intensive, LAAs appeared to be supporting goal sharing, decision making and performance management between local partners, and Round 1 LAAs were developing well. Relationships between the GOs and local areas appeared to be strengthening, and support across government departments increasing, though some scepticism remains.
