Home buying schemes

This page is aimed at council and housing association tenants and first time buyers who are looking to own their home under the Right to Buy, Right to Acquire or HomeBuy schemes.

Right to Buy

First introduced in 1980, the Right to Buy scheme is aimed at secure tenants of local authorities (councils) and those assured tenants of registered social landlords/housing associations who previously held secure tenancies with local authorities. It is open to virtually any secure tenant who can afford to buy.

Communities and Local Government currently produces two leaflets for potential applicants which are available below. Detailed information about the Right to Buy, eligibility, and how to apply is available on the Directgov website.

Right to Acquire

The Right to Acquire is a scheme giving eligible tenants of registered social landlords the legal right to buy the home they currently rent. Detailed information about the Right to Acquire, eligibility, and how to apply is available on the Directgov website.

The Homebuy Scheme

HomeBuy enables social tenants, key workers and other first time buyers to buy a share of a home and get a first step on the housing ladder. There are several HomeBuy products based on equity sharing to offer people a choice in the type of home they can buy.

Detailed information about Homebuy, eligibility and how to apply is available on the Directgov website.
