National Procurement Strategy

The 2nd National Procurement Strategy 2009-12 sets out the framework for collaborative procurement within the Fire and Rescue Service (FRS) in England from 2009 to 2012. This builds on the first NPS which was published in November 2005 and covered 2005-2008. That was published in response to earlier reports calling for greater collaboration and efficiency in FRS procurement and the Secretary of State established a national body, Firebuy Ltd, to take this forward.

 

The Strategy takes forward the recommendations of the collaborative procurement strand of the Treasury's Operational Efficiency Programme (OEP) (May 2009) and relates these to the circumstances and requirements of the Fire and Rescue Service. It also recognises that the procurement process can be used to great effect to drive improvement in skills and increase apprenticeships in a local area. Public sector procurement can also have a powerful role in developing and shaping markets, driving innovation and the demand for new technologies and skills.

 

Firebuy Ltd

 

Firebuy Ltd was set up as a company limited by guarantee in September 2005 and established as a Non-Departmental Public Body on 31 March 2006. Firebuy Ltd negotiates and manages national contracts for FRS equipment including vehicles, clothing and breathing apparatus.
