Abolition of the Civil Service Appeal Board (CSAB)

The Governement recently announced its decision to abolish the CSAB as part of its Public Bodies Review. It will close as a Non-Departmental Public Body on the 31st December 2011.

The CSAB will now only accept dismissal appeals from those individuals with a last effective date of service up to and including the 30th November 2010. For such an appeal to be accepted, it must be registered in writing within three months of the last date of service irrespective of whether an individual has lodged, or intends to submit, an internal appeal (e.g. if the termination of employment took effect from 30th November 2010 the Board would need to have received the appeal by 28th February 2011.

How the remaining areas of appeal to the Board (other than dismissal) will be affected and accommodated is now being considered by the Cabinet Office. For the time being, individuals who wish to bring appeals to the Board in those areas (forfeiture of superannuation benefits; refusal to take part in political activities; and the non-payment of part-payment of compensation under the Civil Service Compensation Scheme to those dismissed on inefficiency grounds due to unsatisfactory attendance or poor preformance) should continue to submit those appeals to the Board subject to the usual eligibility rules in each of those areas.
