This toolkit has been developed for the the Cabinet Office by Hay Group and working with representatives from across public services. It will be updated on an occasional basis.

The purpose of the toolkit is to promote a 'total rewards' approach to remuneration across public services and to provide practical support to employers implementing this approach. It is designed to be used by HR professionals and public service managers. Users can either work through it step by step or dip in for specific information. This website is entirely free to use.

The Cabinet Office works with departments and employers to implement workforce reform that will help recruit, retain and motivate the right number of employees with the right skills in the right place for delivering high quality public services. Getting rewards right is essential for delivering this workforce reform. The approach adopted can make the difference between an effective or ineffective, efficient or inefficient, motivated or demotivated workforce.
