Introduction
This guidance is designed to give local authorities the information and advice they need to assist with contingency planning and in their existing roles and responsibilities.
Previously issued as 'Response to the deliberate release of chemicals and biological agents' in 2001, this revised edition was sent to Chief Executives of Local Authorities during August 2003 for their comments. It is a living document to gain feedback and for discussion as part of Exercise Counter Balance. A further revision is planned later in 2004 to reflect any comments received.

Local Authorities' roles and responsibilities in respect of civil contingency planning arrangements are already set out in the Cabinet Office document Dealing with Disaster (revised 3rd edition published earlier this year). Those roles and responsibilities are developed in two Home Office documents Recovery: An Emergency Management Guide (published 2000) and the Decontamination of People Exposed to CBRN substances or material, Strategic National Guidance.
Communication
This guidance discusses the importance of effective communication when dealing with CBRN incidents. Applicability of the Guidance for Devolved Administrations
Each Devolved Administration has its own civil protection and lead organisation responsibilities and these differ according to the terms of devolution settlements and local administrative arrangements. This guidance has been written for Local Authorities in England and Wales.
