This may have been decided at central government level, or your organisation may be free to determine their own strategy and objectives within guidelines. The strategy may contain a combination of short- and long-term objectives, which should be able to matched to different HR objectives. Total Reward objectives should, in turn, link to relevant HR and organisational objectives.
Your organisation probably publishes its strategy either on its external website, or on the intranet (internal website, only available to employees). Alternatively, the following websites provide information on government targets, which may well influence or dictate organisational strategy:
