Following the launch of the Social Enterprise Unit in 2001, eight working groups were set up, composed of stakeholders and government officials, to look at the main issues facing social entrepreneurs and to make recommendations on how the environment for starting and sustaining a successful social enterprise could be improved.
The working groups reported their recommendations in February 2002 and the Government's social enterprise strategy Social enterprise: A strategy for success (DTI 2002) was was developed from these recommendations. Launched in July 2002 by the then Secretary of State Patricia Hewitt, the strategy set out a programme to 2005 of how government will work with key partners to promote and sustain social enterprise activity.
