MISC Cabinet Committee 37

Following discussions with the Prime Minister, the Office of the Third Sector is leading work across Government to further the third sector’s involvement in the delivery of public services through the establishment of a new MISC Cabinet Committee (MISC 37).

The Committee will consider the blockages faced by third sector organisations to securing and delivering specific public service contracts and agree actions for the removal of these blockages.

The following Ministers are members of the Committee:

• Chief Secretary to the Treasury (Chair)
• Secretary of State for Justice and Lord Chancellor
• Secretary of State for the Home Department
• Secretary of State for Communities and Local Government
• Secretary of State for Children, Schools and Families
• Secretary of State for Health
• Minister for the Cabinet Office, and for the Olympics and Paymaster General
• Secretary of State for Work and Pensions
• Minister of State, Department of Business, Innovation and Skills
• Financial Secretary to the Treasury

The Cabinet Committee is be supported by an advisory group of third sector representatives and Government officials. The group is chaired by Bob Ricketts, Director of System

Management and New Enterprise at the Department of Health.

This programme of work will also be supported by a new unit in OTS of seconded staff from across Government and pro-bono secondees from PricewaterhouseCoopers. The unit will:

• Map public service contract opportunities
• Analyse the potential for third sector involvement in the contracting opportunities and identify potential barriers to market entry
• Prepare evidence-based recommendations for the MISC Cabinet Committee
• Work across Government to implement the decisions of the MISC Cabinet Committee, and
• Gather and analyse lessons on the development of effective public service markets to inform the Cabinet Office’s wider work on public service reform.
