Government publishes guidance on Local Strategic Partnerships and Local Area Agreements

The Department of Communities and Local Government (DCLG) have published a guidance document on Local Strategic Partnerships (LSPs) and Local Area Agreements (LAAs), and have opened consultations on the Principles of Representation and Handbook of Definitions of National Indicators for Local Authorities.  These documents set out the ways in which third sector organisations are able to get involved in setting and delivering local priorities.

Three main pieces of guidance have been published by the Department of Communities and Local Government as the next stage in implementing the Local Government & Public Involvement in Health Bill.  The role and value of third sector involvement in deciding and delivering local priorities is reflected throughout the guidance.

The guidance on Creating Strong & Prosperous Communities is open to consultation and provides an introduction to the new settlement between central government, local government and their partners, including the third sector.  It specifically covers Local Strategic Partnerships, which are partnerships that bring together organisations from public, private, community and voluntary sector in a local authority area. 

The Phase 2 Operational Guidance on Local Area Agreements (LAAs), provides further detail on how LAAs will be negotiated, agreed and performance managed. 

The Principles of Representation: A framework for effective third sector representation in Local Strategic Partnerships is a document developed by a group of national third sector organisations in conjunction with DCLG.  It sets out ways in which the third sector can organise itself to provide a representative voice on Local Strategic Partnerships and other partnerships.

Also published for consultation is a Handbook of definitions of National Indicators for Local Authorities and Local Authority Parnerships. This consults on the detailed definitions of the recently published 198 National Indicators to ensure that the methodology for measuring individual national indicators at a local level is sound. National indictors 6 and 7 are of particular interest to the third sector. NI6 concerns ‘participation in regular volunteering’ and NI7 the ‘Environment for a thriving third sector’. The consultation seeks views on the methodology, frequency of reporting and data source of each individual indicator.

Both Creating Strong & Prosperous Communities and Principles of Representation are open to consultation. Responses to the consultations should be submitted by 12 February 2008. Responses to the Handbook of Definitions should be submitted by 21 December 2007.
