
The seventh review of the Compact on Relations between Government and the Voluntary and Community Sector (VCS) in England took place on Wednesday 22 November 2006.
The Compact is the agreement between government and the voluntary and community sector on how they should work together for mutual benefit. It sets out a shared vision, and commitments entered in to by both sides.
Each year there is a meeting between ministers, local government, the sector and others to review how the Compact is working and agree a forward action plan.
The seventh annual review, chaired by Ed Miliband and Sir Christopher Kelly (Chair of Compact Voice representing the sector at strategic level on the Compact) looked at the need for the Compact to be used more effectively to achieve both better services and stronger communities, and to ensure it becomes embedded in the culture of organisations. The action plan to be published following the meeting will support this.
It will build on work in the local areas, and the need to use Local Compacts effectively with funders at all levels to embed the principles of good funding and procurement. It will also look at the more strategic role of Compact Voice and that of the new Commissioner for the Compact, John Stoker, who will work with other bodies to raise awareness and observance of the Compact principles.
The Commissioner took up office in October. He will promote best practice in partnership working between government and the voluntary and community sector. The Office of the Third Sector and Compact Voice are working together with the Commissioner (and Chief Executive designate) to establish the Commission for the Compact by early 2007.
