The Strategy Unit and the Home Office were asked by the Prime Minister and the Home Secretary to carry out a joint analytical study on police reform.

The study complemented the consultation process initiated by the consultation document published on the 4th November 2003: Policing: Building Safer Communities Together (published on the Home Office website).

The study focussed on:

The Strategy Unit and the Home Office worked with the police service, police authorities and others on the study and reported to Hazel Blears, the Minister of State for crime reduction, policing and community safety. The outcomes of the study fed into the Home Office's ongoing work on police reform , which includes publication on 9th November 2004 of a new policy paper, Building Communities, Beating Crime (published on the Home Office website) .
