The Government’s recent strategy Building Britain’s Future [External website] highlighted the importance of strengthening entitlements to public services. New entitlements to, for example, maximum health waiting times, better education and police responsiveness were set out. This discussion paper by Ben Jupp and Sophie Moullin, presented at a seminar chaired by Liam Byrne MP on 21st July 2009, outlines some of the reasons why stronger entitlements can help drive better services and ways in which entitlements and redress mechanisms could be strengthened.
