Short studies
Since August 2008, the Social Exclusion Task Force (SETF) has been leading a rolling programme of Short Study projects. These studies involve intensive research analysis and policy development work on cross-cutting, social exclusion related issues.
Studies are commissioned by the Minister for the Cabinet Office, based on topics proposed by other Government departments. The studies generally support major policy commitments such as Public Service Agreements, key strategies or policy action plans. As they are cross-cutting in nature, both the SETF and the Departments who made the proposals provide resources.
The policy team has been engaged in the following projects to date:
- Aspirations and Attainment in Deprived Communities (published in December 2008) was a joint project between the SETF, DCSF and CLG. It explored the potential to raise the attainment of young people in deprived communities, by raising aspirations and changing attitudes within the communities. Following analysis from this report, the Government announced the £10m Inspiring Communities programme in the New Opportunities White Paper [External website], published in January 2009;

- Women Offenders (published in May 2009) is a joint project with the Ministry of Justice. The report brings together existing data and new analysis on women offenders, highlighting the complexity of women offenders’ needs, and draws out opportunities for further improvement in systems and support.

- Working Together for Older People in Rural Areas (published in July 2009) is a joint project with the Department of Environment Food and Rural Affairs. It is examining the needs of older people living in rural areas.

- The Social Exclusion and the Economic Downturn study (published in December 2009) focuses on preventing the recession from triggering long term social exclusion. It is targeted at individuals on the cusp of developing complex and enduring problems.

- ‘Inclusion Health’ (published in March 2010) is a joint project between the Social Exclusion Task Force and the Department of Health. The study recognises the great progress that has been made in healthcare provision whilst setting out the need for more sophisticated and flexible responses to improve access and quality of services for socially excluded groups.
‘Inclusion Health’ provides a framework for driving a step-change in outcomes for socially excluded groups, launching an agenda that addresses the specific challenges of working with them, while going with the grain of wider health reforms.
