Getting a legislative slot

Each year the Government introduces a programme of Bills to Parliament, the composition of which is agreed collectively by the Cabinet, although lower level decisions on the programme and its day to day management are delegated to Legislation Committee. Each autumn, the Chair of the Committee invites Cabinet colleagues to make bids for legislative slots for the following year. Policy development

Any proposal which would impose or reduce costs on businesses or the third sector or impose costs above a certain threshold on the public sector should be accompanied by an Impact Assessment (IA). See the guidance on producing an IA [External website].

Drafting

The Office of the Parliamentary Counsel website[External website] contains useful general information on the legislative process and on drafting Bills.

Parliamentary handling

Information on all parliamentary procedures andforthcoming business is available on the Parliament website[External website]. The latest information on the parliamentary stages and progress of all Bills through Parliament and details of what stage they are at can be found on the Bills website[External website]. Copies of Statutory Instruments, Bills and Acts of Parliament can also be found on the OPSI website[External website]. The Lords Whips website[External website] contains information and guidance specifically in relation to the Lords' stages of Bills.

Bill Management Training

The National School for Government[External website] in the Cabinet Office runs an annual seminar for officials involved in Bill work, and can also provide tailored training for Bill teams in their own departments..
