Regulatory Reform Orders

Regulatory Reform Orders (RROs) are a powerful tool which enable the reform of primary legislation.  RROs can iron out inconsistencies and amend problems in already-enacted legislation without the need for a bill slot:

  • RROs must always remove or reduce some burdens, but
  • they can also apply new burdens, reapply existing burdens and remove inconsistencies and anomalies.

For an overview of the RRO process, please refer to:

We have also produced 2 brief guides on specific areas within the order making process:

RRO Activity

Since the introduction of the Regulatory Reform Act in April 2001 there have been 20 RROs implemented, and a further 40 are at various stages of Parliamentary scrutiny. In addition to these there are over 50 proposals at varying degrees of development.

This site details the following:

Regulatory Reform Orders being scrutinised by Parliament
Regulatory Reform Orders under consultation
Regulatory Reform Orders where consultation has been completed
Regulatory Reform Orders that have been made

Proposals for Regulatory Reform can be submitted using the feedback form.
