RIAs must be completed for all policy changes, whether European or domestic, which could affect the public or private sectors, charities, the voluntary sector or small businesses.
The RIA should be one of the first things you do when you start on a policy or, for European proposals, hear the Commission is considering action. It will help you to deliver your policy objectives successfully. The RIA provides a framework for analysis of the likely impacts of a policy change and the range of options for implementing it.
If your policy only impacts on public services you should start the RIA process by first carrying out a threshold assessment to decide whether you need to do a full RIA. If this demonstrates that your policy costs will be more than £5 million, you will need to follow the RIA process as set out in this guidance.
