The RIA as an important tool in handling EU proposals because
it informs the UK position at all stages of the European decision-making
process. In particular it provides evidence for:
- input to Commission officials working on a proposal;
- informing the negotiating strategy and can be used to lobby
other Member States and the European Parliament; and
- assessing the practical implications of the proposal for
implementation and enforcement.
It is government policy for an RIA to be produced for European
and other international proposals which have an impact
on business, the voluntary sector and charities.
An RIA is needed to obtain cabinet committee clearance
to negotiating lines and to options for implementation.
It is
also required
for Parliamentary scrutiny of negotiating options. Relevant Links
