Implementing EU Legislation

Implementation (giving effect to the requirements of European legislation) covers both transposition & enforcement. It is a requirement of Community law that EC legislation should be implemented in an effective, timely and proportionate manner.

It is important to think about how a proposal will be implemented in the UK from the earliest stages in the development of a proposal. This means thinking about how the proposal will be transposed and planning for it, e.g. will primary or secondary legislation be used, and also how it will be enforced, e.g. what compliance regime will be required.
