Written consultation is compulsory if your consultation is to be compliant with the Code.
1.4 The formal consultation period should always include a written consultation exercise. This written consultation period should be a minimum of 12 weeks.

The written consultation document is usually the cornerstone of the overall consultation process. It should be informed by informal consultation (Link destination?) wherever possible.
