Lack of trust is a significant barrier which will prevent many stakeholders from engaging fully in consultation activities. Wherever possible, make an effort to go and meet individual stakeholder groups at their own premises as early as possible in the process.
Find out as much as you can about their organisation: its history; rationale; members; and general perspective and concerns.
Agree how and when you will consult with them and make sure they understand how far they will be able to influence the policy proposal. Keep them informed throughout the consultation process. Wherever possible, give specific feedback to show how their views have been taken into consideration.
