Public Services Strategy

The Public Services Strategy Team is responsible for developing the Government’s overall approach to improving public services and ensuring that ways of delivering improvements are shared between services. We work closely alongside the Prime Minister’s Strategy Unit and the colleagues in the Treasury [External website].

The Government’s framework for improving public services is to give those who use services more power over them, foster professionalism and ensure that government provides strategic leadership whilst promoting fairness and high standards. This is set out in Building Britain’s Future (See Chapter 4) [External website]. The approach is built on more detailed work carried out by the team, including:

Excellence and Fairness: achieving world class public services (published Summer 2008) [PDF]
Looks at the overall approach of giving more power to citizens who use services, a new professional at the front line of public services and more strategic leadership from central government

Working Together: Public Services on your side (March 2009) [External website]
Following Excellence and Fairness, this paper sets out the steps the government is taking to provide the public and front-line staff with the information and power to personalise public services.

Power in People’s Hands: Learning from the World's best public services (July 2009) [PDF]
Highlights and examines how, with innovative practise, excellent standards of delivery of public services are achieved in countries around the world

Recent and Current Work

New Dialogue with Citizens
This discussion paper, New Dialogue with Citizens [PDF, 1.2MB], draws out lessons from the development and operation of a variety of Personal Agreements from across the public sector.

In addition to the work highlighted above, the team examines specific elements of public service improvements. Recent work has included:

Entitlements [PDF]
A presentation outlining why stronger entitlements to public services, combined with good redress mechanisms, can help deliver higher standards and equity in services and empower service users

Fostering collaborative relationships between services and citizens [PDF]
A presentation setting out ways in which services can work more with patients, parents and others to improve outcomes and empower people

Background analysis in world class public services [PDF, 1.2MB]
A presentation reviewing the framework set out in Excellence and Fairness and drawing on practical ways, from international best practice, of developing these proposals into government policy.
