OPC is a centrally provided service located in the Cabinet Office. It is funded partly by the Cabinet Office and partly from contributions made, according to an agreed formula, by the departments that use its services.
OPC is headed by the First Parliamentary Counsel and Permanent Secretary (“1st PC”). Currently this is Stephen Laws. 1st PC’s deputy, Second Parliamentary Counsel (“2nd PC”), is currently David Cook.
OPC’s full complement is 85 staff, 60 of whom (including 1st and 2nd PC) are legally-qualified “Counsel” of differing seniorities and grades and 25 of whom provide further support to the work of the Office. The Counsel all have specialist expertise in legislative drafting, and in advising on related matters, such as Parliamentary procedure.
OPC has a Chief Executive, currently Jim Barron, who is responsible, under 1st PC, for the management of the support staff and for other aspects of the administration of OPC.
