Appointments to the board of the UK Statistics Authority

The Minister for the Cabinet Office, Rt Hon Tessa Jowell MP, today announced four appointments to the board of the UK Statistics Authority.
Lord David Rowe-Beddoe and Professor David Rhind are re-appointed to the board for a further two years.
Sir Jon Shortridge and Dr Colette Bowe are newly appointed to the board for three years. Colette Bowe is currently Chair of Ofcom, while Sir Jon is a former Permanent Secretary.

The UK Statistics Authority was established on 1 April 2008 by the Statistics and Registration Services Act 2007, with a statutory objective to promote and safeguard the production and publication of official statistics that serve the public good, and the quality and comprehensiveness of, and good practice in relation to, official statistics across the UK.

The appointments were made by Rt Hon Tessa Jowell MP, Minster for the Cabinet Office, following consideration by a selection panel comprising Robin Fellgett (Director, Economic and Domestic Affairs Secretariat, Cabinet Office), Sir Michael Scholar KCB (Chair of the UK Statistics Authority), Vicky Pryce CB (Director-General, Economics in Department for Business, Innovation & Skills & Joint Head of UK Government Economic Service) and Jane Wesson, the independent assessor from the Office of the Commissioner for Public Appointments. The re-appointments were also made by the Minister.

Lord David Rowe-Beddoe is Chairman of the Wales Millennium Centre and a former chairman of the Welsh Development Agency, with a distinguished international business career. He was knighted in 2000 for his services to industry and economic development in Wales, and was elevated to the peerage in 2006. He holds one of two Deputy Chair posts with the Authority with responsibility for the governance of the Office for National Statistics. Lord Rowe-Beddoe has been re-appointed for two years, until 31 January 2012 and will receive a remuneration of £35,000 per annum for working at least four days per month. He does not currently hold any other ministerial public appointments.

Professor David Rhind CBE FRS FBA was Chairman of the former Statistics Commission until the Commission's responsibilities were subsumed when the UK Statistics Authority was created on 1 April 2008. He was also Vice-Chancellor and President of the City University in London until July 2007, a non-executive director on the Bank of England's Court of Directors until 2009, and until 1998 was Director General of the Ordnance Survey. Professor Rhind has been re-appointed for two years, until 31 January 2012 and will receive a remuneration of £20,000 per annum for working at least two days per month. He holds two other ministerial public appointments: Chair of the Ministry of Justice’s Advisory Panel on Public Sector Information, receiving an honorarium of £4,000 per annum; and Chair of Portsmouth Hospitals NHS Trust Board, receiving a remuneration of £23,000 per annum.

Sir Jon Shortridge KCB was interim Permanent Secretary at the Department for Innovation, Universities and Skills in 2009 and led its subsequent merger with the Department for Business, Enterprise and Regulatory Reform. He was Permanent Secretary in Wales for a number of years. He is currently Chair of the Audit Panel of Cardiff County Council and a council member of Cardiff University. He spent nearly nine years working as a town planner in local government. Sir Jon has been appointed to the Authority for a period of three years, until January 2013, and will receive a remuneration of £20,000 per annum for working at least two days per month. Sir Jon does not currently hold any other ministerial public appointments, but is an associate of the National School of Government for which he receives occasional fees.

Dr Colette Bowe has been part-time Chairman of Ofcom, since March 2009, and holds a number of other non-executive posts in the City. Dr Bowe has previous executive experience at senior levels in city regulation and fund management and was also Chairman of Council at Queen Mary, University of London. She was a member of the former Statistics Commission for eight years. Dr Bowe has been appointed to the Authority for a period of three years, until January 2013 and will receive a remuneration of £20,000 per annum for working at least two days per month. As Chairman of Ofcom Dr Bowe currently receives £200,000 per annum.

The re-appointments and appointments have been made in accordance with the Commissioners for Public Appointments’ Code of Practice for Ministerial Appointments to Public Bodies, and have been made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Lord Rowe Beddoe, Professor Rhind, Dr Colette Bowe and Sir Jon Shortridge all declared no current political activity.
