Description: The Valuebill Project, a Local e-Government National Project, seeks to pilot electronic information exchange between the Valuation Office Agency and Local Billing Authorities in support of the collection of Council Tax and Business Rates. It is being sponsored by the ODPM and led by LB Newham.
The schemata have been designed to facilitate the required data transfers. Analysis of the business processes indicated three main data transfer streams: Billing Authority reports sent to Valuation Office Agency, Valuation Office Agency update schedules for the Billing Authorities and exchange of land and property gazetteer entities between local and national gazetteers, billing systems and the VOA property database.
Following consultation on the previous version of the Valuebill Schemas during July and August 2004, and following further testing, Valuebill Schema Versions 3.0 were made available for a period of consultation ending on Friday, 18th February 2005. A new version (3.1) has now been issued as a maintenance release to deal some points raised during the consultation period. These have only resulted in minor changes to the schemas, namely: some additional enumeration values in the Codes schema, an additional attribute to clarify the use of 'RateableValue', insertion of additional schema import statements as a work around to variations in interpretation by different parsers.
The Valuebill XML Schemas have been updated by a Maintenance Release (version 4.0). This is now available as an Agreed Schema.
