Description A unique number assigned by the Driver and Vehicle Licensing Agency to identify a Driving Licence Holder; an applicant who has been refused a licence for medical reasons, or who has come to notice through court proceedings e.g. Driving under age.

Validations
1. Must be 16 characters
2. First 5 characters are alphanumeric.
3. Next 6 characters must be numeric
4. Next 3 characters are alphanumeric
5. Last 2 characters are alpha
6. Second character of numeric section can only be 0, 1, 5 or 6.
7. Fourth and fifth characters of numeric section must be in the range 01 to 31.
