- Develop your operating model setting out the high level responsibilities of shared service centre and retained function and the expected channels for customer contact.
- Develop your change management strategy [PDF, 89KB].
- Understand the cost and performance of your current organisation and compare this to industry–wide benchmarks.
- Document your key requirements including scope, volumes and performance.
- Identify the options, cost and benefits of the remaining options.
- Understand the feasibility of the options.
- Develop the project plan, identify project resource requirements and agree project governance.
- Identify key risks and consider tolerance levels and a contingency budget.
- Identify your target roll out plan.
- Develop your Detailed Business Case [PDF, 206KB] incorporating the above.
- Identify when you expect to realise benefits and produce your Benefits Management Strategy/Plan [PDF, 142KB].
- Document the principles of how the customer and provider will work together in a Heads of Agreement or Memorandum of Understanding [PDF, 95KB]. The customer/provider guidance provides more advice in this area.
- Update and continue to execute your Stakeholder Management and Communications Plan [PDF, 435KB].
If you are following the OGC gated review process it is likely that one the outcomes from this stage will be a successful PDR gate.
