Public Sector Network Strategy
The Public Sector Network (PSN) will be a common, holistic telecommunications infrastructure for the whole of the public sector. It would replace the existing approach where each public body designs, develops, installs and maintains its own network - an approach which has led to fragmented and expensive service delivery. As well as reducing operating costs and complexity, the Public Sector Network opens up new opportunities for information sharing and increased participation.
Public sector bodies will be able to use PSN compliant contracts for all their telecommunications needs, which will reduce the costs and timescales of procurement.
What are the benefits?

Deliver at least £500 million savings per year.

Allow services to be delivered seamlessly to any location, via a private and secure version of the Internet for the UK Public Sector.

Set standards underpinning unified communications – e.g. instant messaging, video conferencing and mobile links – without the need for expensive and dedicated equipment.

Introduce a competitive and innovative market place.
When will PSN become a reality?

By the end of 2012, all GSi ‘family’ (including x.GSi, GCSX, PSI, GSE) and MTS customers will migrate to Public Sector Network based services and 80 % of public sector users will have started utilising the Public Sector Network marketplace.

By the end of 2015, 95% of Network Services procurements will be through the Public Sector Network services directory.

By 2017, all government voice systems will move from the Public Service Telephone Network (PSTN) to delivery using Voice Over Internet Protocol.

In Central Government the PSN Services Programme, led by Cabinet Office, is likely to be the first PSN compliant framework procurement.

At a local government level, Hampshire County Council is leading the way, joining together 16 public sector bodies with a shared unified network – an early PSN pathfinder Programme - and others are following suit.
