ICT is at the heart of most, if not all, recent European Directives and agreements. The delivery of social security, trading/business services, justice and home affairs directives are all dependent on the successful delivery of ICT solutions across 27 Member States.
To deliver cross-border services and policies set out in these EU agreements, Member States need secure electronic networks, agreed data protocols, and common information frameworks to work to. Enabling these networks and delivering these agreements across 27 Member States with varied frameworks and processes is challenging, but by achieving a common understanding between countries, we can ensure more effective delivery of public services across Europe without duplicating ICT solutions.
Our engagement goes beyond Europe and reaches out to the Organisation for Economic Co-operation and Development (OECD), the International Council for Information Technology in Government Administration (ICA) and the 5 Nations CIO Group, where we can share knowledge and best practice.
The Malmo eGovernment Declaration
Approved unanimously by European Ministers, the Malmo Declaration outlines a joint vision and defines agreed policy priorities to be achieve by 2015. In the next five years Member States, together with the European Commission will aim to achieve the following:
The interoperability between public administrations across Europe is important in achieving the integration of the European internal market.
The Commission’s forthcoming ISA Programme (Interoperable Solutions for Public Administrations) will aim to foster public services across European borders. The European Interoperability Strategy (currently in draft), will provide direction to achieve improved interaction, information exchange and cooperation among Member States. The programme will also increase mobility and bring down barriers in cross-border and cross-sector services.
