Biography

Hilary Douglas has been Director General, Operations and Change, for BIS since June 2009, and before that was Chief Operating Officer for BERR and DTI. She has taken a lead in each of the major Machinery of Government changes of the last few years, and in providing the capability, professional support and infrastructure that the Department needs to deliver on its policy objectives.
 
Hilary joined the then Department of Trade and Industry in April 2006. She previously had similar Board roles at the Office for National Statistics, HM Treasury, and the then Department for Education and Employment. In the mid 1990s, she was Director of Administration at OFSTED, and Head of the Civil Service Employer group at the Cabinet Office.

Hilary’s early career was at the then Department for Education, where she advised ministers on a wide range of policy issues, including teacher training and supply, school governor support , and the 1988 legislation to give schools increased freedom from local authority control. She also set up the Further Education Funding Council.

Hilary was a team member for the 2009 Capability Review of the Department for International Development and is a Review Team leader for OGC Gateway Reviews.
