Safer Internet Programme

The European Commission's Safer Internet Programme promotes the safer use, particularly by children, of the Internet and other online technologies, fighting illegal and harmful Internet content ranging from child abuse images onlines to cyberbullying. The Safer Internet Programme has just been renewed and this iteration will run from 2009-2013 with a € 55 million budget, encompassing Web 2.0 communication services, such as social networking, and co-funds projects to:-

  • Ensure awareness of children, parents and teachers on how to stay safe online. In this area. the programme funds various European child internet campaigns including the UK's Thinkyouknow website;
  • provide citizens with national contact points to report illegal and harmful content and conduct, especially on child sexual abuse material and grooming . The UK hotline, the Internet Watch Foundation is partially funded by this programme;
  • foster self-regulatory initiatives in the field .This includes various Commission led voluntary agreements with both the Mobile phone industry and European based Social Networking Sites;
  • stimulate children to become involved in creating a safer online environment;
  • establish a knowledge base on the use of new technologies and related risks by bringing together researchers engaged in online child safety at European level.

Background:

The European Commission launched the Safer Internet Programme in 1999 as the European Union’s response to the threat posed by illegal and harmful content on global networks. The main stakeholders in the UK are the Internet watch Foundation, the Child Exploitation and Online Protection Centre and the National Society for prevention of cruelty to children and they are listed in the useful links section below.
