DISCUSSION PAPER: COPYRIGHT IN A DIGITAL WORLD - WHAT ROLE FOR A DIGITAL RIGHTS AGENCY?

As part of taking forward the Digital Britain Interim Report, on 13th March 2009 David Lammy (Minister of State for Higher Education and Intellectual Property, DIUS) and Stephen Carter (Minister for Communications, Technology and Broadcasting at BERR/DCMS) launched a discussion paper looking at how a rights agency might work, and where it might add value. This is specifically taking forward Actions 11, 12 and 13 of the Interim Report, and explores the role a rights agency might play in promoting and protecting the legal use of content online and how that fits with the legislative proposals set out in Action 13. BERR because the Department for Business, Innovation and Skills (BIS), June 2009.
